The best way to group photos in Google Docs is by using the drawing tool, and grouping and adjusting your photos as you wish.
Insert > Drawing > New > Add photos > Adjust them > Ctrl / Cmd + A > Actions > Group > Save and Close.
Google Docs can be considered an online substitute for Microsoft Word, allowing users to create new documents, edit already existing ones, and share them in an easier manner as opposed to Word.
Many of the features are similar, but what about layering and grouping images in Google Docs?
You might want to group your document's photos together to suit them better in your Google Document.
This would enable you to move them collectively and resize that group to better fit your content.
Google Docs currently does not have a formal way to group photos in the same way that Microsoft Word groups photos.
You can make your group and utilize it in your document just like any other image, though, with a little help from the drawing tool.
